Why Are All The Cool Skins for Characters I Don't Own?

So I just logged into LOL today and two new skins have been released.

The first is called Cottontail Teemo:

Cottontail Teemo roughly equals Bad Ass Amazingness.

The second is called Battleborn Kayle:

Battleborn Kayle is about the same as Angel with a Fucking Sword.

Why can't they make Easter Bunny Shaco?
